Use NEAR for the place which is not your destination
उस जगह के लिए NEAR का उपयोग करें जो आपकी मंजिल नहीं है
Use TO when the place is your destination
स जगह के लिए TO का उपयोग करें जो आपकी मंजिल है

Example-
I will go to the hospital.
I will go near Chandni Chowk market.
He went to his mother.
He went near his mother.
